Decision rule

Hard stops outrank the count.

Unfunded or unavailable work, unauthorized access, prohibited conduct, and unjustified mandatory spending stay blocked until resolved.

Economics check

Price the whole path to payment.

Include review, revisions, communication, costs, and collection risk.
